An overview of the Identification Placement Review Committee (IPRC) process is outlined in Regulation 181/98 contained in The Education Act.聽 The purpose of the Identification Placement Review Committee (IPRC) meetings is to determine if the student is exceptional, identify the category of exceptionality, and state the placement of the program.聽 The focus of the Review Identification Placement Review Committee (IPRC) meeting is to discuss any changes to the program and/or service received by the student.聽 A detailed description of the Identification Placement Review Committee鈥檚 (IPRC) process is provided in the Parent鈥檚 Guide to Special Education available through the link listed in the index of special education programs.
All parent requests for an IPRC determining 鈥渆xceptionality鈥� must be processed according to the requirement of Regulation 181/98 with a committee comprised of a Superintendent of Education.
At the YCDSB, the Identification, Placement, Review Committee process is typically the outcome of a continuum of responses to meet the needs of students with learning difficulties within the classroom.聽 The YCDSB continues to endorse the Consultative Preventative-Normalization Model of Special Education (C-P-N).聽 This model allows students to receive special education programs and services in the most enabling environment both quickly and efficiently.聽 Furthermore, it ensures that a student鈥檚 needs will be met by those professionals who work closest with him/her and who have established a trusting relationship with the parents.聽 It also ensures that parents have opportunities throughout the 鈥渟tages of delivery鈥� to dialogue and collaborate with school personnel regarding their child鈥檚 program and needs.
Parent鈥檚 Guide to Special Education
The purpose of the Parents鈥� Guide to Special Education is to provide information about the Identification, Placement, and Review Committee (IPRC), and to outline the procedures involved in identifying a pupil as 鈥渆xceptional鈥�, deciding the pupil鈥檚 placement, or appealing such decisions if you do not agree with the Identification Placement Review Committee (IPRC).聽 The Guide is available for download in 4 languages:
